Do you believe that public universities should be able to consider race as a factor in deciding whether or not to admit a student?

Do you believe that public universities should be able to consider race as a factor in deciding whether or not to admit a student? What about national origin or ethnicity? If a university is unable to consider these, how else might it design an admissions program to achieve a diverse classroom?
