Introduction

Within the last decade, various healthcare organizations, from medical provider’s offices to large hospitals, are transitioning from paper based medical records to the use of medical software. In 2009, the American Recovery and Reinvestment Act implemented by President Obama, was a step in establishing a nationwide system of EHR (Burke, 2010). In response to the Great Recession of 2007-2009, the American Recovery and Reinvestment Act of 2009 primary objective were to save and create jobs for the citizens of the United States. The response to the American Recovery and Reinvestment Act of 2009 lead to the creation of temporary federal relief programs that were designed to invest and improve healthcare, education, infrastructure, and renewable energy U.S. organizations. The American Recovery and Reinvestment Act of 2009 provided monetary services to assist hospital facilities and physician offices in implementing EHR systems to counteract the inadequacy of patient’s medical record keeping and reduce healthcare costs.
