In manufacturing operations, chemicals and fuels are used on a constant basis. Some manufacturing facilities have an on-site petroleum fueling station to fuel up the facility’s transport vehicles. Fueling tanker trucks fill the above-ground tanks (ASTs) storing the fuel. There is a potential for a large release of fuel onto the ground during this loading operation. There could be several causes for this fuel release: faulty connections, over-filling, pipe rupture, etc.

Consider that there is a large release of fuel (about 100 gallons) to the ground during an AST filling operation. What initial action needs to be taken with regard to the fuel spill? If the spill occurred in your home state or country, what reporting is required? What conditions trigger reporting in such cases? What steps should be taken to study the fuel release for purposes of cleanup? What are the important parameters to be determined about the fuel release for site characterization such that remediation can be implemented effectively? (Note, for this assignment, we are not proposing nor performing the actual remediation. We are collecting appropriate information so that remediation can be designed and performed).
