4) In the article, “After Twenty Years: The Future of the Third Wave,”Samuel Huntington asks “Are we about to see a world in which democracy is not only the predominant system of government but the universal system of government?”The answer, he says, depend on two factors: economic developmentand the receptivity to democracy of non-Western cultures. What does Huntington mean by this? Explain and elaborate on how these two factors can lead to the spread of democracy throughout the world.
