I’m studying for my Sociology class and need an explanation.

Political economy is a branch of social science that studies the ways the the economy is linked to politics and how both affect human life and well-being. Another way of thinking about it is how the government (the political realm) affects the economies of the world. Today, political economy is frequently concerned with globalization and the economic systems around the world. 

What are the differences between wealthy countries in Europe/North America and less wealthy countries with smaller economies when it comes to ecological impact? How is this also a political problem?
