Texas has traditionally taken a very hardline approach to drug enforcement. Attitudes, however, have gradually changed toward support of legalizing certain recreational drugs, namely marijuana. Today, more than half of the states have broadly legalized marijuana for medicinal or recreational purposes. Texas is not one of the states to legalize marijuana, but HB 1325, which passed in the 2019 legislative session, might have the unintended consequence of doing just that. Please write an essay of about 1 and ½ to 2 double-spaced pages in which you explain what is going on with HB 1325 in Texas. I have attached an article from the Texas Tribune to help give you some background on the issue, but please research a couple of more articles on your own. In the course of your essay, please consider the following questions:
1. What is HB 1325 and what did it intend to accomplish?
2. Why is HB 1325 affecting prosecutors’ ability to punish drug offenders?
3. Why do critics of HB 1325 say it has legalized marijuana?
4. How do political leaders intend to fix the loophole created by HB 1325?
