Texas has traditionally taken a very hardline approach to drug enforcement. Attitudes, however, have gradually changed toward support of legalizing certain recreational drugs, namely marijuana. Today, more than half of the states have broadly legalized marijuana for medicinal or recreational purposes. Texas is not one of the states to legalize marijuana, but HB 1325, which passed in the 2019 legislative session, might have the unintended consequence of doing just that.
